79 k5 blazer seatbelt question

My driver and passanger side seat belts dont lock up when I pull on them or step on the brake is that the way they were made or is something wrong with them I know in newer cars when you pull on the seatbelts or brake they lock up so you dont hit the steering wheel when you slam on the brakes

The older ones take alot of force. Don't worry about it.
