67-72 factory steering wheel install help

Need help reinstalling a factory steering wheel onto a 67-72 tilt column. See below pics for example. What order does the spring and cam canceler go in? I was under the impression the spring went first, then the cam canceler then the wheel but without the spring on, the canceler does not go down far enough to cancel the turn signals or contact the horn button in the column. It bottoms out against a collar on top of the bearing.

From what I've researched this is the correct canceler because of the number of nubs on the backside

The cam canceler is all the way down on the column and the nubs on the backside of the cam canceler won't engage the turn signal canceler and the back of the cam canceler does not contact the horn contact.

This is how far the steering wheel is off when the cam canceler is on and the steering wheel on top of the cam canceler with then horn button portion of the cam canceler through the steering wheel like it should

Wrong cam. You are trying to use one from a non-tilt on a tilt column.

Thanks. What about the order of the components? Is it spring, cam, wheel, nut?
