Tilt Column Upper Cover Puller

What puller has anyone used to pull the upper cover on a 72 tilt column? I'm talking about the top cover that it right below the steering wheel. I'm having trouble trying to getting a puller in between the lip of the cover and the turn signal switch?!?

OK I have spent the last hour searching the Internet and can't seem to find a source for the tool. Any idea if it is still produced anywhere? Any leads from anybody other than ebay?

I made a tool from scraps I had lying around. The top bar is 3/4" square tubing. There is a rectangular "nut" for the center bolt inside the bar that isn't visible. I used the same nuts on the "claws". I'm not sure where the nuts came from, but they are just rectangular pieces of steel bar stock with a 1/4" threaded hole. The hex nut on the center bolt isn't necessary. The collars tend to develop some rust inside. So, I sprayed WD-40 inside the collar, put a fair amount of tension on it with the tool and tapped the collar lightly with a rubber mallet to break it free. I was then able to fully remove the collar with less risk of distortion. Not fancy, but it was free and worked for me.
