AC Kick panel vacuum actuator

I'm working my way through all of my parts to see what I need to buy. When I checked the kick panel vent door vacuum actuator it pulled and held vacuum but doesn't return on its own. I see in the factory assembly diagram that it has an external return spring for the flapper vent door itself but I'm unsure as to whether the actuator should have an internal return spring. If anybody can advise me on this I'd appreciate it.

No internal spring, just the external one.

Thanks. I've never seen a vacuum actuator that didn't return on it's own. When I tested it all by itself I expected it should return.
