Stepside Bed - Quick Qeustion

Got all the wood pulled from my bed today. I knew the front panel would need replacing but the rear sill is just too bad to reuse. Pulled all the bolts and I appears to be welded to the bed sides near the tailgate hinge bolt area.

Is this normal? Regardless I’ve gotta cut the existing out but I need to know about spotting the new one back in.

I didn't weld mine back in, just get the bolts really tight.
