Need help please

Hi I have a 1981 IH dump/plow truck. Could someone please tell me what this is? It’s unhooked and the 2 fuel lines are connected together, do i need to replace and install new? Been plowing for 5 winters now.

A quick flip and my opinion is that it's a water trap/filter. Probably aftermarket. Is this on a diesel or gas rig?

Looks like a bypass oil filter.
