Carrier bearing mounting hardware question

For the carrier bearing, I have 2 bolts that have a hole drilled in them. It looks like for a cotter pin or something. Can someone confirm that these bolts are supposed to have cotter pins?

No cotter pin that I have ever seen. There are two types of carrier bearings- a light duty and a heavy duty.

weird. Castle nuts use cotter pins but the drilled bolts are normally for safety/security wire to stop them from backing off. However ive never seen that on carrier bearing bolts.
