Your C30 should already have cab lights...if so and you just need the lenses then go with Truck-Lite 9069A The 1313A is for a complete lamp assembly and won't work on a truck that has the raised pods for lights.

The rubber bases should still be available from GM, try part #12337943 that should be for a pack of 5. If they dont have them LMC does.
