Removing tailgate

Probably a dumb question but when I try to remove the bolts on either side of the bottom of the tailgate they just keep spinning. Is there something broken inside or is there something else I need to hold in place?

it should go into the bedside its tapped threads nothing should be spinning unless a previous owner somehow put a nut and bolt in place of factory hardewade, the factory bolts are about 11/2inches long
