Oil/Water In Air Filter Housing

While checking the condition of my air filter today, I noticed that the inside of the housing was wet with an oily/watery substance. Additionally, the little foam thingy in front of the tube that runs into the valve cover was also saturated. I'm no expert (obviously), but that doesn't seem right to me. I hope the pic below clears up my "thingy" reference. Any words of wisdom would be greatly appreciated.
