Post Choke Action

I got a 78 Scottsdale 1/2 ton four wheeler with a 350, and it's been real hard to start in this cold weather. My guess was that the choke wasn't fully engaged, and I was instructed to try that B-12 carb cleaner.

I did that today and the truck started and idled fine while it was cold, but with the air filter off, while cleaning it I couldn't help noticing that the choke wouldn't really stay open or closed.

I can't help thinking it should stay solidly open when it warms up just like the choke does on a carb with the hand controll. I'm even betting that having it still choke a bit is why it seams to chug down gas real quickly when I drive it over 45.

Can anyone tell me how that choke is really supposed to act so I can make sure I'm not fludding the engine and messing it up?
