Blazer Hardtops

I'm doing some repair work on my top. Does anyone know if these things were gel coated from the factory? Or are they just painted?

When I sanded the busted areas down there seemed to be some sort of coating (to me it looks like gel coat, but I've never done this before so I'm guessing) not just paint. I have a black top, under the black is white, but it doesn't seem like just a coat of white paint. If you sand down past the white you get to a grey color which is the fiberglass itsself.

Does the new/patched fiberglass need to be sealed in some way (I thought gel coat was for this) with something other than just paint?

Anyone have any web sites with good fiberglass/gel coating info?
