casting clock is amiss

I just bought this 1968 c-10 327 engine and on the back of the engine where the cast ID is located and just to the right and almost center of the back of the engine is a cast clock. The engine stamp on the front of the engine is V0703YV which should mean an engine block that was made in Flint. Oh, this is a 3914678. My question is there something wrong with the ID on the front pad? Or is this a saginaw block and if so what does that mean? Is the engine made better then the Flint or is it just a different Plant that made the engine. This engine has the 4672X crank in it and looks like a forged steel crank because of the wide line that goes all the way down the crankshaft. It is not the type that has the thin casting line. Any info would be nice. Thanks
