Sorry to burst bubbles, but it's not so much the state. It's the post.
I have a friend in Texas, he has 2 california registered vehicles there. CA says "you don't have to smog since you're out of state military."
However, Ft. Bliss requires that vehicles have a current TX inspection sticker to get post decals. So he has to pass the post safety inspection. I think that would also require emmissions if his vehicles weren't too old. Colorado could require the same thing...
