Gas gauge at 3 o'clock

I need some help here, my gauge is sitting at 3 o'clock. I thought it might be the wire which goes under the rocker, spliced into it, but that wasnt it. Guessing gas level sucks, ran out of gas once, rather not do it again.
Also, the dash panel, it should come right off right ? it might be stuck, just didnt want to break anything trying to get it off to check wiring and change bulbs.
