problem with truck burning rich....i think...HELP!!

As you may know, I've been having a lot of trouble with my carb and my choke. Well I think I got most of that out of the way cause I'm putting in a manual choke. But it seems as if the truck is burning a bit rich. Even when the choke is off, the truck keeps smoking a fair bit. The exhaust does have a bit a blue tint to it as well. i seem to be burning a little bit more gas than usual and i don't have the power I used to have. Wondering if the fuel/air mixture needs to be adjusted.
