Is the tank/filler neck supposed to slosh fuel this badly?

On a full tank the fuel sloshes out every time. I don't have the evap/vent hookup on the filler neck like the later year tanks.

So without this I presume the vented gas cap is needed. Is it normal for the vented gas cap to let fuel out? Should I get a new gas cap, or put some sort of baffle in the filler neck, or just live with it?

It makes the paint look like sheit under it.
