Gas smell inside cab

Im having a problem with a gas smell inside my truck. This is not the actual question Im getting at, but leads up to it. Anyhow, I have changed all my rubber fuel lines on the engine and fuel pump (at least I think I have). Anyhow gas smell is still there. When I bought the truck back in 94 or 95 I had the same problem and needed to change the O-Ring on top of the gas tank. So Im thinking maybe I need to do that again.

Now here's the question. My fuel guage quit a couple years ago, I'm thinking I need to change the float. Do you change this in the same spot at the top of the gas tank where you change the O-Ring? If so I want to do that at same time. Also does tank need to be empty when changing the float out?
