Question Bumper Question

I have a 71 Blazer, I'm in the planning stages of building a front grill guard for it. I noticed on the front bumper where it attaches to the frame rail the bumper looks to be cut about as wide as the frame and about an inch up so it will line up with the bottom bolt holes. My question is why?. you would think that the bumper should bolt right up to it.My plan is to attach the Grill Guard to the bumper at the frame rails. I have looked long and hard for a place that builds grill guards for our Blazers but way to expensive so I thought I would jump into it and see what I can do. I have no idea if it a stock bumper. I will post pictures tomorrow.
