4x4 rear springs

Question#1: Does anyone have any information on changing the spring hangers on the back of a 1972 K2500? I've heard you can turn them over. What does this accomplish?

Question #2: The frame on the back of my newest project does not appear to have the holes for a fuel tank relocation. Is it possible for someone to give me a fairly detailed picture of where the tank is located without the bed on?
