Help with Torque Converter!

Ok, I'm a complete newbie. This is my first truck build. I have a 62 C10 stepside. I have replaced the rear main seal and oil pan gasket on my inline 6. I have the correct fly wheel installed. Now I have an engine, torque converter and 700r4 transmission. I know I need transmission fluid in the torque converter, but how much? Do I install the torque converter to the transmission first or to the flywheel? All help is appreciated.
