Worn out shock mounts

I was changing the oil and saw that the front left shock absorber had worn away the mounting hole on the frame. Is this a common problem? It chewed almost halfway through the bolt. I noticed because the shock was loose to the touch. I was thinking it might be possible to have a plate welded over the spot and redrilled to mount the shock again. Does this sound like a safe fix?
