I can't get my AM/FM radio to work cept at idle...

soooo thinking it could be voltage regulator, I checked the charging voltage at the battery and WHOLLY SMOKES 16.4 volts. (no wonder my lights have been so bright)... so I replaced the voltage regulator with a good spare I had laying around and I STILL have the same result... 16.4 volts and my radio still wont work... so I pulled my radio and tested it on my test bench and It works as long as the voltage doesnt exceed 13.6 volts.... sooooo.... next I took my voltage at the fuse block and sure enough 16.4 volts...

Anyone else have this issue???? I have seen and read plenty about not having enough charging voltage, but nothing about too much.... any ideas????
