water pump question

ok, pardon the newb questions....i want to install my new water pump with ARP bolts and felpro gaskets. Three questions: My block is freshly painted including the area where the gasket is going to go. Should I sand the paint of in those areas or doesn't it matter? Second, the ARP bolt kit came with 5 bolts, one being longer than the other four. I only see four bolt holes. Whats up with that?

Last question, should I put anything on the bolt threads?

Oh, after researching, I plan to put a thin coat of hi-temp permatex on both sides of the gaskets. Sound like a plan?
