project burb

Hi all I saw a burb at the goodguys car show this weekend and Im thinking about getting involved but I wanted a second opinion. Its a 71 gmc 1500 supercustom. It has a factory big block 402 and factory air. The engine was supposedly rebuilt 25k ago and the factory air has been taking down and the rest of the interior was striped but as far as I can tell all the a/c parts and interior panels and trim are there(big pile in the back). The truck runs great all the gauges work and all the glass is present and uncracked. The body is rust free( az truck its whole life supossedly) with no dents and no bondo that i could find anywhere. I did notice that it had dual tanks and according to the seller it was a factory option and the reason I mention this is that it looked like it was homemade at least to me. Oh its also a 3 door with a tailgate. The seller is asking 4500 on the account that its body is rust free and the fact that it has factory big block and air plus its a 3 door which he told me that those options are rare. So my question is are these options rare??? Is that a fair price for this truck and is it a good start for a resto project???
