Lean Over

I have a 78 Chevy, half ton, short wide bed.... I have about a 1 and a half inch difference in ride height from drivers side to passenger side. I look like I have two flat tires on one side. I thought I had just had worn springs, so I changed the back leafs for another set (not new but were better than I had) and it still leans, all the tires are the same 255/60/r15, all have the same air pressure, yet it leans... I know the shocks are really worn, but that wouldn't hurt the "stance" of the truck would it? Any help would be good, I was thinking of lowering it with a flip kit and such, but I don't want to do that if the frame is bent or something and have a really goofy leaning lowrider, thanks for any help/ideas
