Shop insulation ??

I've got a 30' x 50' pole barn that I'm using for a shop. I've got a wall up to divide it into two parts. 30 x 20 garage and 30 x 30 shop. I'm wanting to insulate the 30 x 30 part. I've got a bunch of R-13 fiberglass paper faced rolls that I want to start with by putting them in the roof. I've been told to install a vapor barrier to control moisture. I plan on just leaving the insulation exposed cuz it's just a shop and I don't need to drywall the whole thing. Would it be better to install the vapor barrier between the metal roof and insulation or over the insulation where it would be exposed? Thanks
