Question Why do all my lights flicker 03 gmc truck

Hi I have a 03 GMC 1500 4x4 truck and my truck has been doing this for awhile. I notice it more at night, When I first start the truck and drive down the road the lights will flicker real bad and after a while of driving they will still do it just not near as bad. I took my fluke meter and tested the voltage with the motor running it read 14.3-14.4 and whenever it flickered it dropped down to
11.8-12.2v I notice it more, When I give it gas and let off it drops
way down then jumps back up again...
Is the voltage regulator in my alternator going out??
