wiring harness help

went out to start my truck (69)and it wouldnt start. It turned over the first time but then nothing after that. I got under the dash and the harness looked like the wires melted together so obviously something is shorting out. I think. I yanked that harness out and replaced it with a harness that came out of my 68 and same thing. I have power to the hei, nothing at the fuse block. Will the safety switch have to be plugged in? What can you tell me about the wire colors that run to the ignition? I do remember the capacitor or whatever that thing is on the core support was not plugged in before when truck started so I dont think thats the issue. What can you guys make out of this problem? Would i need a harness out of a 69?
Much help appreciated.
