Bed Toolbox Options

I am looking to get a toolbox for the bed of my LWB fleetside truck. I would like to get a plastic one because of it's light weight and they cost a bit less. I am looking for one that will sit below or level with the bedrails, and one that has enough room for me to put a 16 gallon fuel cell (18.5" wide x 18.5" deep x 12" tall) in so i can remove the tank from the cab. Is there a box out there that will fit my criteria for around $100? I was looking at wal-mart, and all the boxes they had were the type that sit ontop of the bedrails. Would a box for a midsize truck sit level or below the bedrails?
