power steering is weak

I just installed a new saginaw ps pump with reservoir. it now takes a lot of effort to turn the tires at a stop or low speeds. before it was a one finger steerer. i have 37x13.5 tires. after install i lifted the front end and cycled the wheel from side to side to try to get rid of air.

do you guys think i got a bum pump, the previous pump was modified, or something else.

what kind of tires do you run with the saginaw and have you made any changes to the pump. there are many varieties of these saginaw pumps with the reservoir attached. it is my understanding that they should all put out about the same pressure.

your help is appreciated.
