We always run an F-body oil pan, as it isn't nearly as deep as the truck pan. That should take care of your clearance issues with the pavement!
On the rear cossmember. When I can't access the top I have always just cut the whole thing out with a sawzall first, and then worked on the rivets... gives more room this way. An air hammer will make removing those upper rivets a bit easier.
