Locking Gas Cap Problem

I have a minor/major problem on my 77 C10. Its a dual tank and on one side it has a regualr gas cap and the other side has a locking cap. When I bought the truck the guy never gave me the keye for the locking gascap. I`d like to at least have the other tank, which i`m not currently using right now on half full because if I dont my truck leans to the left noticably when I fill up the left tank....which bring me to my question???

How do I take off that gascap which I dont have a keye for? I thought about drilling right through the lock but am worried about little metal pieces or shaving falling into the gastank. Anyone had this problem before? Any ideas?
