Wipers

So ive tried to use my wipers and here is what happens.... When i engage the switch to the left to turn on the wipers move up and stay there. Then after waiting a long time without any change, I turn the switch to the right and the wipers go back down to the off position.

Ive put clamps on the hose connections, so the seals are tight.

Is there an issue with the wiper motor do you think?
