This has to be the weirdest whamodyne contraption I've found yet. I know it hooks up to your speedo and you set it to alarm at whatever speed you desire to keep you from speeding. I tried to hook it up to my 66 to see if it still worked. It has the same square drive thingy, but the threads are different. Tried to look it up on the internet and only found an ad in popular mechanics from 1961.
