Lowering advice (rear) again!

Hello all,
I now have the front of my '70 dumped and am looking to lower the rear. I have read a bunch of the threads on here and still have a few questions.
.
(1) Does a 4" dropped spring require shorter shocks?
(2) What about a 2" dropped spring and 2" blocks?
I saw the tech article at Brothers about flipping and swapping the shock brackets. Is this viable?
(3) Does either or both require a track arm modification?
I'm looking at what is most cost effective. Need about a 4" drop - total.
