mechanical "where to start" help needed

I was adjusting my valves (slight knocking) last night and all went well. Oh yeah...inline 6 250 CID. Had the distributor cap off to get rotor to right positions. Finished and reinstalled that cap. Now when I turn it over, the engine turns (fan moves) but it sounds like a whining with no start. My first thought was starter but if the fan is moving, doesn't that mean that the starter has engaged. I know this is probabaly a real simple thing but I am starting fresh with my Haynes manual and relearning everything that I forgot 30 years ago. Any help is greatly appreciated.
