How to Diagnose a Power Steering problem?

I have a 2002 GMC Yukon. It has the rack and pinion power steering. Today, while my wife was driving it, the power steering quit working. According to her, it happened all at once with no warning.

The belt is on the power steering pump. The pulley on the pump turns when the engine is running. It is full of fluid, with no evidence of any leaks. So I'm assuming the problem must be inside either the power steering pump or the rack and pinion assembly. Is there any way to determine which of these parts needs to be repaired or replaced?
