bad fuel filter/pump

Well i got my 5.3 swap running this weekend and having a what i think is a fuel issue. It fired up ran ok but a little rough long story short i found a bad o2 sensor. I un plugged both of them put it in closed loop now it idles nice and smooth but when i try to drive it it will barley go acts like its starving for fuel. I don't have any way of checking pressure. J am using a e2000 pump and c5 vette filter/ regulator from the stock 68 tank and while running i can open the fuel cap and hear what sounds like a waterfall of fuel returning back to the tank. Anyone ever heard of a vette filter bypassing too much fuel? When i first tried to start it i had the fuel inlet and bypass lines reversed pushing pressure into the return side. Do you think i could have messed up the regulator or mabee i have a bad pump? Only codes are for having the o2's unplugged.
