Brake drum Q

I am working on front drum brakes for someone and I am stumped with this problem. They had replaced the shoes but did not turn the drums. When I went to adjust the brakes, the drum would turn clockwise freely (reverse) but not forward at all or very hard. I backed the shoes all the way off, and it still did it. If I loosen the bearings a little (too loose) and pull the drum out a hair it will turn. I replaced the inner bearing and race but that didn't help, to my surprise. Could it be that the drum should be turned and will that take care of the problem?
