Cylinder from floor

I have searced for over an hour and cant find what the cylinder on the driver side floor is for? Its on a 71 c10. I just got it and trying to figure out what everything is for. It looks kinda like a fuse and its position on the left side floor of the driver side kinda below the emergency brake?

What is it? what does it do? can it be removed?
