Input on cleaning rust from wheels

I picked up some rallys and they have some top surface rust. I have never cleaned steel wheels in this condition. I knew I had some options to do this and as a last resort I can get them blasted.

I used a paint stripping wheel on them and it made some light scratches in the metal. It's just a surface cleaning disc. If I plan to paint them do I need to worry about these marks? I don't want to ruin them.
