over heating

I am having a problem with my truck over heating when I pull my trailer up hill. I have put in an electric fan, my radiator has a trans cooler in it but it is only a 2 row. My thoughts where to get a 4 row radiator, an additional trans cooler, and possibly a bigger water pump. What are your guys thoughts? Has anyone had a simmilar problem? By the way my truck is a 1983 chevy 4x4, 350/350, 33" tires, stock gears and transfer case, running on a 650 carb. My trailer is a 21' toy hauler, about 7000 Lb fully loaded but I never have it fully loaded.
