Steering Wheel Install

I just finished replacing the turn signal switch and canceling cam in my 78. I put the steering wheel and horn button assembly back on but the horn does not work not. I can make it blow by touching the horn button and steering wheel with a screwdriver. I looks like the horn button is not sticking up thru the steering wheel mount far enough. As you can see from the pic I can also see the locking plate through the side of the steering wheel. Should I be able to see it? I think I have something on wrong / backward but an not sure. What do you think?
