302 zapper from a 283 block?

I was talking to some older gentleman the other day and he recommended I take the crank and cam out of a 327, through it into my 283 and presto I have a 302 zapper. He claims that with a set of camel hump heads this thing will rev to 11.000. Thoughts and opinions please! And how would one go about building a zapper?
