Need help identifying this part

Please look at this picture below and tell me what is wrong. I am sure that I need to put this part back on the bolts, but I can't get the bolts to thread. I am so clueless any advice would be useful. It seems that the bolts aren't long enough to tap into the cuff part. Is there a piece missing, or should I go to the hardware store and search for longer bolts?
