So what does the tag allow you to do? whats it for? we have our license plates, then insurance, you can buy basic or up graded insurance which gives you a lower deductible, and more coverage mine with really good insurance costs roughly $500 a year...

In Virginia "Title" and "Registration" are 2 different things. You can get the vehicle titled in your name without buying tags, tags may be purchased later or not at all. If you purchase tags you must insure the vehicle. If the vehicle is going to be parked (not used) and you want to drop the insurance, the tags must be surrendered asap to any DMV office. DMV will refund the unused portion on the tags.

I pay roughly 50 bucks a year for tag renewal including the personalized plate fee.
