Top Repair

My top is in need of some desperate repair. The edges have multiple chips.

The top looks like the PO ran the edge of a DA and took some chunks out.

It also looks like the fibers are showing on top.

What should I do about the top of the top where the fibers are showing? Do I need a skim layer of fiberglass or can I prime over it? Or thin coat of bondo?

Any suggestions are appreciated.
