New starter but only turns over sometime.

I've got a 72 c10 with a 350 that has been giving me sone stuff lately. It sat for a out 8 or 9 years outside until December when my grandpa and his friend got it going. He put in a new starter, plugs, changed the oil a few times and I think that's it. It also got a gas tank. But the tank wasnt new and hadnt been cleaned as I'm now finding out.

When I turn the key, sometimes the engine will turn and sometimes I'll get this "ernnnn" sound. It started up fine until about 2 weeks ago when I kept getting that sound more often than the engine trying to start. It has a new battery with 800 cold cranking amps. Last night I replaced the fuel filter and cleaned out the small filter going into the carburetor with a tooth pick. This morning as I was pulling out of my driveway, I got to the very end and it stalled when I came to a stop. It wouldn't start again. I cleared the carb before I backed out which usually helps. It's have been having this problem before with it stalling. Some days it's great, but some not so much. I just want it to run. My grandpa works on air cooled VWs and Porsches so this is a little different territory for us.
