Heater Cutoff?

Now that summer is here I have my heater turned off at the controls on the dash but I'm still getting a fair amount of heat coming through the vent under the dash. I thought with the flap closed by the core I would be able to open the vent and get some cooler air to pass through into the cabin.

Any ideas on the best way to stop it? Should I install a valve on the heater hoses?

Or, is the flap just stuck? It sure acts closed from the position of the arm connected to the cable.
